Method for early identification of socially relevant topics

To prepare for future developments and proactively shape the dialogue between science, society, and policy, it is essential to identify societally relevant topics at an early stage.
In a joint project with the Federal Office for the Environment (FOEN), the Swiss Academy of Sciences is developing a systematic approach for the early identification of socially relevant issues.
To date, relevant topics have largely been identified in a decentralized manner within the various thematic units. The new approach aims to strengthen coordination within the Science and Policy Platform and to ensure that interconnected topics and sustainability issues in previously unaddressed areas are identified systematically. It is intended to enhance SCNAT’s anticipatory capacity and enable it to address emerging opportunities and risks in a timely and forward-looking manner.
The objectives of the project are:
- To provide an overview of promising national and international early identification and foresight methods (best practices), including an assessment of their respective benefits and required resources.
- To compile an overview of relevant actors in the field of early identification in Switzerland and internationally.
- To develop a systematic early identification process for cross-departmental research at FOEN and for SCNAT’s science–policy dialogue.
The project runs until the end of 2026 and is supported by a broad group of experts in the field of early identification.
